Transition Towards Efficient Lighting - en.lighten Project

Electricity for lighting accounts for almost 20 per cent of global power consumption and close to 6 per cent of worldwide greenhouse gas (GHG) emissions. If a global transition to efficient lighting occurred, these emissions could be reduced by half.Few actions could reduce carbon emissions as cheaply and easily as the phase-out of inefficient lighting, making it one of the most effective and economically advantageous ways to combat climate change.?????????

The UNEP en.lighten initiative has been established to accelerate global market transformation to environmentally sustainable lighting technologies by developing a coordinated global strategy and providing technical support for the phase-out of inefficient lighting.en.lighten Global Efficient Lighting Partnership Programme was established in 2011. Nearly 50 developing and emerging countries have joined. Pakistan is also a partner and committed to take steps to phase out inefficient lamps by end of 2016.

On 27th June, 2012 Pakistan joined en.lighten Global Efficient Lighting Partnership Program. In 3rd Global Environment Facility (GEF) National Steering Committee meeting of Ministry of Climate Change, thecommittee appreciated the concept and approved the project for requested GEF funding but funding could be acquired either from SCCF (if the project is targeting adaptation activities) in GEF -5 or for GEF -6 Climate Change (mitigation) allocation considering the national priorities at the time of start of GEF-6.Over US $408 in annual savings could be achieved and will result in 2 million tonnes annual reduction of CO2 emissions. ENERCON is the executing partner whereas the private sector partners include Philips, OSRAM and National Lighting Test Centre (China).

Components of the Project are as under:

Component 1: Development and implementation of a National Efficient Lighting Strategy to phase-out inefficient and obsolete lighting products

Component 2: Creation of Monitoring, Verification, & Enforcement (MVE) capacities to ensure an effective transition

Component 3: Implementation of environmentally sound management for lighting products including: establishing a collection scheme; recycling facilities; and/or sound disposal of hazardous waste from lighting products

Component 4: Promotion of high performance, efficient lighting products

Component 5: Establishment of a 3 million USD revolving loan fund to assist in overcoming the financial barriers having similar structure to the Energy Conservation Fund (ECF), established under the UNDP/GEF funded Fuel Efficiency in the Road Transport Sector (FERTS) Project during 1996-2005.

MD ENERCON in a meeting with Chairman FBR & Member customs proposed that certain amendments be made in the SRO 575 so as to provide exemptions on the import of LED lighting equipment irrespective of the source of energy and related components not only to benefit importers but also provide a substantial impetus to energy conservation measures by reduction in cost of LED lights. Chairman FBR & member custom assured to look into the proposed amendment on priority basis.
